The leadership conceives of a strategy: teams, empowerment, Total Quality Management, concurrent engineering, the learning organization, open book management; the "owner" of the process or the "sponsor/champion" is chosen; people are excited and they work furiously. With all that the implementation fails or falls far short of expectations or goes on and on and on. No commitment from the top employees say, we just can't get buy in, say the leaders.
